A front wheel chained to a lamp-post is a very sad sight, and a perfect infosec parable...I think I feel a paper coming on.
a lamp post? looks more like it's chained to a folding sign to me (do they call those lamp posts in the uk?). and "chained to" seems like an overstatement as you could easily just slip the loop of chain under the leg of the sign.
