It's more private because your privates have more cover, but simultaneously far more public because it's not hidden away in a public restroom somewhere. I'm not how I would feel if faced with the prospect of using something like this.

Even though there isn't a lot of privacy in a public restroom, there are still lines we shouldn't be crossing. I'm sure we can all imagine how this policy actually came about. It may go above and beyond violating what we commonly think of as the unwritten rules of public urinals, but the sign is specific enough to tell us what happened and how it was received, even if we've never witnessed it ourselves.

I'm not sure how putting urinal in a public place reduces public urination. Anyone who uses it is still urinating in public.

The Honour System of course requires trust. I for one don't have the requisite trust to use one of these. 

I also wonder how you're supposed to wash your hands afterwards.
